So seeing a person toss a puppy in that part of the world is no shocker. Dogs are allowed to wander unabated, this means that these dogs go unchecked; they end up carrying rabies and other disease. More than likely, the serviceman was carrying out standing orders at the time not to allow any dogs near his area. At least he didn’t shoot it, shooting dogs on sight was a standing order at one time until the military started inoculating them against rabies.
